Man arrested following reported attempted kidnapping at Westside Park

A Hopkinsville man is facing a charge of kidnapping following an incident at Westside Park where he allegedly tried to take a woman’s one-year-old. 

According to the report from the Hopkinsville Police Department, officers responded to Westside Park around 5 p.m. for reports of a disturbance. Upon arrival, contact was made with 38-year-old Bishop Howard of Hopkinsville, who was allegedly manifestly under the influence to the point of being a danger to himself. 

He allegedly admitted to smoking what he believed was synthetic marijuana.  Investigation determined that Howard had reportedly harassed one of the mother’s present at the park by subjecting her to unwanted physical contact. 

He then allegedly attempted to pick up one of the woman’s children, a one-year-old and leave, claiming the child was his. 

The victim’s mother told officers she had never met Howard before. 

Howard was taken into custody and charged with attempted kidnapping of a minor, harassment and public intoxication.
